On April 8, the South African Department of Trade and Industry decided to terminate the anti-dumping duties on two types of acrylic blanket products from China. The customs tariff numbers of the products involved in this case are 6301.40 and 6301.90. In 2015, the total export value of the products involved in South Africa was approximately US$43 million.
The original trial of this case was filed in 1998. Because the case was filed relatively early, no company has yet participated in responding to the lawsuit. In 1999, the South African authorities issued the final results and began to impose anti-dumping duties. The tax rate is 2834 cents/kg. In 2004 and 2010, the South African authorities initiated two more sunset reviews. According to the relevant provisions of South Africa’s anti-dumping laws, the sunset review only determines the existence or abolition of anti-dumping duties and does not change the tax rate. Therefore, the willingness of enterprises to respond to the lawsuit was not high in both reexaminations. Taxation was continued in the final review ruling.
As of March this year, the five-year tax collection period for the previous sunset review investigation expired. Since the domestic industry has not initiated an application for sunset review investigation, the Ministry of Trade and Industry decided to stop taxing this product.
