Mexico became the first country to ratify the new United States-Mexico-Canada Trade Agreement (USMCA) last week.

The USMCA agreement, designed to succeed the North American Free Trade Agreement (NAFTA), was signed in November 2018 after nearly two years of review, but it still needs Canada and the United States It must be approved by Congress to take effect.

On June 19, 2019, the Mexican Senate passed the USMCA agreement by a vote of 114 to 4, completing the legislative process of the new agreement in Mexico.

The USMCA agreement will allow textiles, garments, travel supplies, footwear and other products that comply with regulations in the USMCA trade zone to enter the US and Canadian markets duty-free.

The agreement also includes new provisions to encourage increased production of textiles and clothing in North America, strengthen customs enforcement, and promote broader consultation and cooperation among the three parties. In fact, a recent report by the US International Trade Commission concluded that the USMCA agreement is an important agreement to balance the development of the textile and garment industries.

The agreement comes on the heels of Mexico passing a new labor bill in May that paves the way for an overhaul of labor relations.

Strong labor commitments are a key component of the USMCA agreement, and Mexico’s reforms will give Mexican workers better access to labor justice and greater freedom of association , and help them organize democratic unions in an easier way.
