Giang said that domestic garment export companies should use locally produced cotton yarn, or purchase cotton yarn imported from other TPP countries to meet the TPP’s “starting with yarn” terms, so that the garments produced can be exported to other TPP countries duty-free.
The Free Trade Agreement (FTA) signed between Vietnam and the European Union also has certain restrictions on the origin, requiring exported clothing to “start from the fabric”, which means that fabrics imported from non-trade agreement countries cannot be used, which further Vietnam is reminded to improve its fabric weaving production capacity. At present, Vietnam’s domestic fabric weaving capacity is about 3 billion square meters per year, which is still far away from the target of 8.5 billion square meters per year.
Giang pointed out that weaving and printing and dyeing are two weak links in Vietnam’s fabric processing, which affects the realization of fabric production goals. In the past 18 months, the amount of foreign investment in India’s weaving and printing and dyeing industries was approximately US$3 billion. However, he believes that the government still needs to continue its efforts in infrastructure construction, releasing land for industrial parks, and providing sewage treatment and environmental protection solutions to attract more investment.
