According to statistics from the Xiaoshan Entry-Exit Inspection and Quarantine Bureau, in the first half of 2015, Xiaoshan received a total of 42 batches of returned products from abroad, with a value of US$1.551 million. Compared with the same period last year, the number of batches increased by 40.0%, and the value increased by 40.0%. 12.6%. Among them, 17 batches of textiles were returned, worth US$701,000, accounting for 40.5% and 54.2% of all returned batches and amounts respectively. Textiles have once again become the “hardest hit area” for returned products in Xiaoshan.
Among the returned textiles, down products account for 40% of the largest number of returned products. The products include pillow cases, down pillows, duvets, etc., followed by fabrics, polyester filaments, etc. Most of the reasons for return shipments are that the product quality does not meet the same and technical standards. For example, the pillowcases exported by a company in Xiaoshan were repeatedly returned by foreign customers because the right angles were rounded, which did not meet the contract requirements. When export goods are returned, production companies often have to bear the costs of cargo transportation, customs clearance, port detention, repairs, etc., thus causing a lot of economic losses to the company.
Since the adjustment of the export legal inspection catalog, the inspection and quarantine agencies no longer implement inspection and supervision of exported textile products in the form of “batch inspection”. As a result, manufacturing companies have relaxed internal quality control and neglected to control key aspects of production. Objectively, this resulted in unqualified industrial products being returned by foreign customers. In order to further improve the quality of export commodities outside the catalog, Xiaoshan Inspection and Quarantine Bureau has included textiles in the 2015 supervision and spot inspection plan for products outside the catalog, and has targeted efforts to strengthen the supervision of illegally inspected products and related production enterprises that are frequently returned, and guide Enterprises establish quality awareness and focus on improving product quality.
