The reporter learned from the Jinan Inspection and Quarantine Bureau that the Ministry of Health, Labor and Welfare of Japan issued Decree No. 175 to amend the “Act on the Control of Hazardous Substances in Household Products” (Law No. 112, 1977), officially including decomposable carcinogenic aromatics. Specific azo dyes based on amines are listed as hazardous substances and are prohibited from use in textiles. This decree will be officially implemented on April 1, 2016. By then, only textiles that comply with the regulations of the government order can be sold in Japan.
Relevant staff stated that according to regulations, the range of household products that are prohibited from specific azo dyes are: diapers, diaper coverings, underwear, pajamas, gloves, socks, tops, outerwear, hats, bedding, carpets, tablecloths, neckwear, Related products such as handkerchiefs, towels, bath mats and leather/fur products floor coverings. According to the decree not to use specific azo dyes: the content of 24 specific aromatic amines is limited to no more than 30 mg/kg.
It is understood that Japan is the main market for textile exports in Shandong and even my country. The quantity and variety of Japanese textiles exported by Jinan City account for more than 85% of all exported textiles, with a value of nearly 100 million US dollars. Its export products are mainly infant and child clothing, underwear, bedding, pajamas, suits, tablecloths, etc., which basically cover most of the products in Japan’s “Act on the Control of Hazardous Substances in Household Products”.
