The Vietnam Fiber Association wrote to the Prime Minister of Vietnam and the Ministry of Industry and Commerce to recommend an anti-dumping investigation into imported filament fiber products in order to establish a fair competitive environment and increase the competitiveness of Vietnam’s domestic fiber manufacturers.
The association pointed out that for many years, there have been dumping phenomena of filament fiber products (customs codes 5402.33, 5402.47) imported into Vietnam from China, Taiwan, Malaysia, India, South Korea, Indonesia and other countries.
However, Vietnamese manufacturers are fully able to produce on their own, meet domestic demand, and have the ability to export the aforementioned products. The current unhealthy competition has caused many domestic fiber manufacturers in Vietnam to face difficulties, and are sometimes even forced to sell at prices below cost in order to maintain their domestic market share.
Trinh Anh Tuan, deputy director of the Competition Administration of the Ministry of Industry and Commerce of Vietnam, said that the ministry has received a letter of recommendation from the Vietnam Fiber Association and will take appropriate steps to assist Vietnamese fiber manufacturers in accordance with the law.
Many industries and economic experts have expressed their evaluation opinions on the aforementioned proposals. Nguyen Hong Son, deputy general manager of Vinh Phu Textile Company, said that if this anti-dumping investigation can be carried out, it will help Vietnamese manufacturers. Participating in the TPP in the future will provide many business opportunities for Vietnam’s textile and garment industry, but its principle of starting from yarn is very challenging. Therefore, it is necessary to help the fiber industry meet domestic demand.
In addition, according to Hoang Ve Dung, deputy general manager of the Vietnam Textile and Garment Group, Vietnam is now encouraging manufacturers to invest in logistics support industries to improve self-production rates. If domestically produced fibers can be included, participating in the TPP will benefit Vietnam’s exports. At present, the reason why Vietnam’s fiber production costs are still higher than those in other countries is that the industry has just started, and foreign dumping is also a factor. However, whether there is dumping must be investigated before a conclusion can be drawn.
There are also opinions that trade defense is a legitimate means of industrial development, and the government must provide assistance to manufacturers in the initial development stage. This does not conflict with Vietnam’s commitments such as joining the WTO and other free trade agreements.
Nguyen Van Nam, former director of the Trade Research Institute of the Ministry of Industry and Commerce of Vietnam, said that in principle, if domestic manufacturers find that imported products are illegal, dumping and other improper behaviors, they can file complaints; the government must conduct fair discussions and understand and verify the selling prices of imported products. The cost and price of domestic manufacturers, and whether they have been affected or lost, can be considered for prosecution.
