On January 30, 2015, U.S. Trade Representative Froman stated that the United States may sue the WTO over China’s cotton subsidies, although he emphasized that this is mostly due to the consideration of creating a new multilateral subsidy rule. On January 27, Froman told the Senate Finance Committee that the Office of the United States Trade Representative was considering all feasible solutions to the issue of Chinese cotton subsidies.
Froman said that the United States has begun communicating with China on the cotton subsidy issue and hopes to reach a new rule on the cotton subsidy issue under the WTO dispute settlement mechanism. Froman further pointed out that the United States hopes to reach a consensus with China on the issue of cotton subsidies and create some relevant rules on this issue. U.S. Senator Johnny Isakson believes that China’s subsidies to its cotton producers are twice the global market price and it reserves cotton, thus suppressing the cotton market. Froman pointed out that in the past 10-15 years, the form of agricultural subsidies has changed a lot. When the Doha Round of multilateral trade negotiations was launched in 2001, the United States and the European Union were the main subsidizing parties, but now China and India are constantly increasing their Agricultural product subsidies, the United States and the European Union are cutting subsidies. Froman believes that China is the world’s largest cotton subsidizer. The U.S. National Cotton Council accused China of exceeding WTO limits on subsidy levels to its cotton farmers since at least 2011.
