On October 31, 2014, the European Commission’s Rapid Alert System for Non-Food Products (RAPEX) issued a consumer warning on Chinese-made “H&S” brand children’s waistcoats. The notifying country in this case is Hungary. The children’s waistcoat reported this time is called “Mellény”. It is a sleeveless children’s waistcoat with a hood and two pockets. The collar of the waistcoat has a detachable elastic drawstring, and the hood is decorated with artificial fur. When the drawstring at the collar is pulled to its longest length, the opening at the collar of the waistcoat is also at its largest; the size of this waistcoat is 98-128. The style/model of the above children’s waistcoat is L-832C. The product’s industry classification code (OECD Portal Category) is 67000000 (clothing).
The above-mentioned children’s waistcoats can easily cause suffocation hazards to children. The elastic drawstring at the waistcoat collar can easily strangle children’s necks, posing a suffocation hazard. This product does not comply with the relevant European standard EN14682.
At present, the Hungarian authorities have taken compulsory measures to withdraw from the market and recall the above-mentioned products.
To this end, it is recommended that relevant domestic production and export enterprises attach great importance to this.
