On April 30, the State Council held an executive meeting to deploy work related to supporting the stable growth of foreign trade and optimizing the structure.
The meeting pointed out that the development of foreign trade is not only crucial to stabilizing growth and maintaining employment, but is also conducive to promoting the deep integration of the Chinese economy with the world economy. First, optimize the foreign trade structure. Support the import of advanced technology equipment and key parts and components, and reasonably increase the import of general consumer goods that are closely related to people’s lives and necessary. Support the development of service trade and expand service import and export. The second is to improve the level of trade facilitation. Further reduce the types of commodities for export commodity inspection and comprehensively promote “one declaration, one inspection and one release”. Clean up intermediary services and charges, and standardize import and export order. The third is to improve financing services. Strengthen export credit insurance support, expand the scale and coverage of export credit insurance, and increase support for branded products, small and micro enterprises, etc. Encourage insurance companies to expand short-term export credit insurance business and further increase the number of short-term export credit insurance operating entities. The fourth is to further speed up the progress of export tax rebates and ensure timely and full tax rebates. Expand the pilot scope of export tax rebates for finance leased goods in an appropriate manner. Take comprehensive measures to support the “going out” of Chinese equipment. The fifth is to enhance the competitiveness of enterprises. Encourage mergers and acquisitions of brands, technologies, and production lines. Accelerate the development of cross-border e-commerce and actively promote the construction of trade platforms and international marketing networks. Resolutely prevent vicious competition. Strengthen responses to trade frictions.
