A few days ago, the General Administration of Customs issued Announcement No. 73 of 2021, which will no longer issue GSP certificates of origin for the Eurasian Economic Union from October 12, 2021.
It is understood that the Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia. It is my country’s ninth largest export destination and has been granted to my country since 2009. GSP treatment. According to the Generalized System of Preferences program of the Eurasian Economic Commission, the Union grants tariff preferences to my country’s exports of meat and meat products, fish, vegetables, fruits, some raw material commodities and primary processed products. The main preferential commodities that my country exports to the alliance every year include primary manufactured products such as brushes, plastic bags, and furniture parts; agricultural and sideline products such as eels, walnuts, canned mushrooms, and collagen; and construction chemical materials such as refractory bricks and titanium dioxide. Goods in the list exported to the Union are exempt from import duties of 25% based on their tariff rates. However, only three countries in the alliance, Russia, Belarus and Kazakhstan, have confirmed that they accept the GSP certificate of origin issued by my country and grant tariff preferences.
According to the latest resolution of the Eurasian Economic Commission, because our country no longer belongs to the “low-income” and “low-middle-income” economies (GDP per capita) in the World Bank standards, (less than US$4,045), the Alliance will cancel the GSP treatment granted to 76 countries (regions) including China and Hong Kong from October 12, and my country’s goods exported to the Alliance will no longer enjoy tariff preferences. From the same date, the customs will no longer issue GSP certificates of origin for goods exported to Russia, Belarus, and Kazakhstan.
