In October 2008, the Jordanian Ministry of Labor raised the social minimum wage level from 110 Jordanians to 150 Jordanians per month, but this did not include enterprises in Jordan’s QIZ. On January 8, 2009, the Ministry of Labor, the General Union of Textile Industry Workers (GTUWTI), and the Jordan Textile, Clothing and Accessories Exporters Association (JGATE) signed a memorandum. Employers in the garment industry agreed to transfer 12,000 employees working in enterprises within QIZ The minimum wage for workers in Jordan was raised to JD 150 per month.

The person in charge of GTUWTI said that although the memorandum requires garment companies to sign separate agreements with them in January to increase the minimum wage level of Jordanian workers, no garment company has signed yet. However, according to a statement from JGATE, JGATE has committed to signing the agreement and emphasized that it is signed unconditionally and does not require any support from the government. The person in charge of a garment company in QIZ said that if the minimum wage of Jordanian workers increases, the 35,000 foreign workers will inevitably demand a corresponding increase in wages, which will be a disaster for the entire garment industry.

Currently, Jordan has established a special committee headed by the Secretary-General of the Ministry of Labor to oversee the implementation of the new minimum wage standard, and plans to discuss the issue on February 10. The Ministry of Labor pays close attention to the implementation of raising the minimum wage standard in the garment industry. If the implementation is insufficient, the Ministry of Labor will take coercive measures.

There are currently 92 garment manufacturing companies in Jordan’s QIZ, employing workers from China, Nepal, Sri Lanka, India, Bangladesh, and Jordan, totaling 44,000 people.
