On October 2, 2020, the National Tariff Commission of Pakistan issued the latest announcement on case No. 33/2015/NTC/PSF/SSR&CCR/2020, in response to the Pakistani domestic enterprises ICI Pakistan Limited and The sunset review application submitted by Ibrahim Fibers Limited on August 17, 2020, and the change of circumstances review application submitted by the Chinese enterprise Jiangyin Hailun Chemical Fiber Co., Limited on September 28, 2020, decided to Polyester Staple Fiber originating in or imported from China has initiated the first anti-dumping sunset merger review review investigation. The products involved do not include polyester staple fibers exceeding 2.0 denier, colored polyester staple fibers and recycled polyester staple fibers. The Pakistani tax number of the product involved is 5503.2010. The dumping investigation period in this case is from July 1, 2019 to June 30, 2020, and the damage investigation period is from July 1, 2017 to June 30, 2020. During the investigation, the current anti-dumping measures will remain in effect. The final decision in this case is expected to be made within 12 months from the date of this announcement.
On April 24, 2015, Pakistan launched an anti-dumping investigation into polyester staple fibers originating in or imported from China. On October 3, 2015, Pakistan began to impose anti-dumping duties of 2.82%-11.51% on the Chinese products involved, which is valid for 5 years.
