Recently, Yiwu and other places have suspended the export of some epidemic prevention materials through market procurement trade. Domestic and foreign enterprises and individuals are temporarily unable to declare some anti-epidemic materials under the customs supervision code 1039, but they can still purchase relevant anti-epidemic materials in markets such as Yiwu and declare for export through other methods such as general trade (customs supervision code 0110). According to the “Announcement on the Orderly Export of Medical Materials” (No. 5, 2020) of the Ministry of Commerce, the General Administration of Customs, and the State Food and Drug Administration, and the “Announcement on Further Strengthening the Export of Epidemic Prevention Materials” by the Ministry of Commerce, the General Administration of Customs, and the State Administration for Market Regulation “Announcement on Export Quality Supervision” (No. 12, 2020), the export of new coronavirus detection reagents, medical masks, medical protective clothing, ventilators, infrared thermometers and non-medical masks must meet relevant quality supervision requirements, and market procurement trade methods are not applicable. Customs clearance facilitation measures such as simplified declarations.
Since 2014, in order to improve the internationalization level of some markets and help domestic trade merchants carry out foreign trade, the Ministry of Commerce and other departments have successively opened in Yiwu, Zhejiang, and Guangzhou Huadu and other 14 places have carried out pilot projects on market procurement trade methods and achieved positive results. The market procurement trade method is a new type of trade method that is very suitable for the export of multiple varieties and small batches of goods. However, according to regulations, it cannot include goods that require export tariffs and inspection and quarantine measures. It is particularly important to emphasize that the suspension of exports of anti-epidemic materials through market procurement trade is to better strengthen the quality supervision of exports of anti-epidemic materials. It is a temporary measure and will not affect exports through mainstream commercial channels. The Ministry of Commerce will continue to strengthen quality supervision with relevant departments, expand exports of anti-epidemic materials in an orderly manner, and better support countries in fighting the epidemic.
