On July 11, 2018, the U.S. government announced measures to impose additional tariffs on approximately $200 billion of goods imported from China and solicited public opinions on the measure. On August 2, the United States announced that it planned to increase the tariff rate on the above-mentioned US$200 billion of goods from 10% to 25%. The U.S. measures deviate from the consensus reached through multiple consultations between the two sides, leading to an escalation of trade friction between China and the U.S., seriously violating relevant rules of the World Trade Organization, and harming my country’s national interests and the interests of the people.

In accordance with laws and regulations such as the Foreign Trade Law of the People’s Republic of China, the Import and Export Tariff Regulations of the People’s Republic of China, and basic principles of international law, the Tariff Commission of the State Council decided to impose additional tariffs on 5,207 imported goods originating in the United States. This measure involves approximately US$60 billion in import trade from the United States. The relevant matters are as follows:

1. An additional 25% tariff will be levied on the 2,493 tax items listed in Annex 1, an additional 20% tariff will be levied on the 1,078 tax items listed in Annex 2, and an additional 10% tariff will be levied on the 974 tax items listed in Annex 3. Tariffs of 5% will be imposed on the 662 tax items listed in Annex 4. The specific product ranges are shown in Annexes 1 to 4 respectively.

2. For the imported goods listed in the annex originating in the United States, corresponding tariffs will be levied on the basis of the current taxation methods and applicable tariff rates. The current bonded and tax exemption policies remain unchanged, and the additional tariffs levied this time will not change. be exempted.

3. Calculation and collection of relevant import taxes:

Amount of additional tariff = Dutiable price × Additional tariff rate

Tariff=the amount of tax payable calculated based on the current applicable tax rate + the amount of additional tariff

Import value-added tax and consumption tax are calculated and levied in accordance with relevant laws and regulations.

4. The implementation date will be announced separately.
