Combining Tajikistan’s favorable conditions of abundant water and soil resources, low cotton planting costs, and no cotton deep-processing industry, the China-Thailand New Silk Road Tajikistan Agricultural Textile Industrial Park project launched by Zhongtai Group is being built into a complex integrating cotton planting, processing, textile, The cotton industrial base integrating sales has effectively improved the agricultural planting structure of Tajikistan, enhanced the strength of industrial development, promoted employment, improved people’s livelihood, and improved the living standards of local Tajik residents.
Advanced equipment and process guarantee the effective operation of projects
In 2014, New Silk Road Agricultural Investment Co., Ltd. established by Zhongtai Group, Agricultural Bank of China and Tajikistan’s “Somonzun 4341” Production Cooperative cooperated with each other, with a total investment of 1.3 billion yuan, to build 200,000 acres of cotton in Tajikistan in phases Planting, 110,000 spindles of cotton spinning, and 150 million meters of weaving projects. With the strong support of the Tajikistan government, in only half a year, the two cotton ginning plants in the first phase were constructed, put into operation and achieved results within the same year. On May 28 this year, the 60,000-spindle project was successfully launched at one time. The project has completed a total investment of 870 million yuan and produced high-quality yarn. At present, the first phase of the project has produced more than 800 tons of 30 and 40 count yarns, which are exported to countries such as Turkey, Russia, Italy and Poland.
During the construction of this transnational project, Zhongtai allocated the world’s best resources, introduced digital and intelligent agricultural machinery from John Deere from the United States, and introduced a complete set of world-leading textile equipment from Rieter from Switzerland. Its ultra-high degree of automation and Stable product quality is the best choice for high-end textile companies, and Zhongtai is the only company that has purchased a complete set of equipment and purchased the largest quantity at one time since Rieter was founded 221 years ago. At the same time, Zhongtai also uses a full set of the most advanced USTER inspection equipment in the world. The quality benchmarks provided by USTER have become a passport to trade textiles of different quality levels in the international market.
In order to promote the application of new technologies and cultivate applicable talents for Tajikistan, Zhongtai also selected 38 Tajik employees with training potential to study in Wuxi, Jiangsu for six months. Today, these employees have become the technical backbone of the company.
According to the overall plan of the project, the textile factory will also use world-leading environmentally friendly processes for weaving, printing and dyeing and garment production, creating employment for 3,000 local people.
Software and hardware infrastructure shows “China-Thailand efficiency”
Although the Dangala Basin in Tajikistan, where the project is located, has a history of cotton cultivation for two to three thousand years, due to the disrepair of water conservancy facilities, some land has been abandoned for farming due to water shortages. Faced with this unfavorable factor, the China-Thailand New Silk Road advanced nearly 40 million yuan to resume the construction of Gili Kul, Kabudioyan water stations and Dangala District water conservancy facilities, complete the installation of 22 water pumps, restore and build 70 kilometers of channels, Restore 20,000 hectares of irrigated farmland and solve the drinking water problem of 300,000 local people.
During the high temperature period in summer, under harsh on-site construction conditions, employees were assigned to live in tents, gnaw naan, eat apricots and mulberries, and work day and night to complete the installation of 22 water pumps and close them at once to deliver water. “It’s unbelievable that the project progress has changed so much in such a short period of time.” This is the emotion expressed by many heads of departments in Tajikistan about the “China-Thailand efficiency”.
During the cotton purchase period of the past three months, employees collectively “went out” to overcome difficulties such as poor accommodation and food conditions, mosquito bites and lack of medical facilities. Madoni worked day and night on the cotton fields to purchase cotton. Some flower collection points are located in rural areas, where power is limited during the day and they cannot use computers, money counting machines and other equipment, so financial staff have to manually do the accounting and pay the purchase price one by one. During the peak season of harvesting flowers, considering that employees cannot eat on time, company leaders transform into “chefs” and go to cotton purchasing points to cook for employees. In order to ensure the safety of raw materials, employees use “cotton stacks as beds and days as quilts” and take turns on duty to complete cotton purchase tasks.
Preferential policy dividends are reflected in the project one by one
According to the person in charge of the China-Thailand New Silk Road Company, in order to attract foreign investment, Tajikistan provides a series of preferential conditions for enterprises: in addition to enjoying the same preferential policies and customs clearance tax exemption policies as in the Tajikistan Free Trade Zone, they can enjoy free use of land resources for 30 years In addition, the Dangala Textile Project will be included in the “List of Enterprises Enjoying Preferential Tax Conditions”, with preferential policies of exemption from profit tax, value-added tax and real estate tax for 12 years and preferential industrial and agricultural power consumption policies, and agricultural projects will be included in the list. Tajikistan’s Supplementary Document No. 285 enjoys preferential policies such as tariff exemption, value-added tax and five-year profit tax exemption for the import of agricultural and industrial equipment.
In July 2014, the China-Thailand New Silk Road signed a Memorandum of Understanding on Textile Development Cooperation with the Ministry of Industry and New Technology of Tajikistan, listing the project as a national project of Tajikistan and a key cooperation project between China and Tajikistan. At the same time, the project has also received strong support and attention from the country’s leaders, who have organized agriculture, water conservancy, industry, customs and other departments to participate in on-site coordination meetings every other week to promptly solve problems that arise during the project progress and speed up the project progress.
