In the first half of 2015, Nantong’s total textile and apparel trade exports to the United States were US$19.41 million, a year-on-year decrease of 22.6%; of which the total trade volume of 21 categories of goods regulated in the Memorandum of Understanding on Textile and Clothing Trade signed by China and the United States was US$763. million US dollars, a decrease of US$1.19 million, or 15%, from the same period in 2014. This is the first time that import volume has declined.
According to the 2014 Imports of Chinese Textiles and Apparel Report released by the U.S. International Trade Commission, the U.S. imports of textiles and apparel from China generally maintain a growth trend, but the growth rate has slowed down and the market share has decreased. The main reasons why my country’s textile exports to the United States encounter obstacles are the following three aspects. One is the increase in domestic production costs. As raw material and labor costs rise year by year, the low-cost advantage of my country’s textile and apparel industry is gradually disappearing. In the past, OEM profits could reach 15% of the processing fee, but now they have shrunk to less than 10%. At the same time, the domestic cotton market is not in line with the international market, and the excessive price difference between domestic and foreign cotton has seriously affected our country’s textile industry’s participation in international market competition. Second, Southeast Asian countries have an advantage in low-cost labor. Southeast Asia and other regions are gradually becoming a gathering place for the transfer of clothing production capacity, mainly because these regions have advantages such as tax incentives, low raw material costs, and mature industrial chain conditions. Well-known foreign companies such as Adidas and Nike have successively closed some of their production plants in China and shifted production capacity to Vietnam, Myanmar and other places. At the same time, some domestic companies have also begun to transfer overseas. Vancl has transferred part of its clothing production capacity to Bangladesh since the second half of 2010. The third is the recovery of the domestic textile and apparel industry in the United States. The U.S. government is considering a strategy to rebuild the textile industry and supports the proposal to return “Made in the United States”. With the growth of various economic indicators, American consumers have increased their spending on textiles and clothing, and local companies are becoming the main force in the recovery of the US textile industry. American supermarket giant Wal-Mart announced that it will purchase US$50 billion of “Made in the United States”, mainly textiles, clothing and high-end electrical appliances to support the US economy. At the same time, there is also an investment boom in the US textile industry. Japan’s Toray Co., Ltd. invested US$1 billion in South Carolina to develop new carbon fiber materials. China Cole Textile Group has also invested US$218 million in the state to create a textile base with an annual output of 230,000 square meters. The company intends to use local original cotton fiber spinning and production using local advanced equipment and technical labor, and then Export directly to China.
In the face of new challenges, the inspection and quarantine department reminded: China’s clothing and textile industry urgently needs to “empty the cage and change the bird”, realize industrial transformation and upgrading, increase the added value of products, and create its own clothing brands. It should accelerate high-tech research and development, comprehensively improve its level in the Asian manufacturing industry, and lay a good foundation for upgrading to the high-end industrial chain.
